
LOS ANGELES — On July 22, ICE, in partnership with federal law enforcement agencies, arrested Vietnamese nationals Quoc Bo Pham and Dung Quoc Pham in Westminster as part of the Sex Offender Arrest and Removal (SOAR) program.
The SOAR initiative targets criminal aliens who pose significant public safety risks, focusing especially on individuals arrested or convicted of sex offenses.
Ernesto M. Santacruz Jr., Director of the Los Angeles Enforcement and Removal Operations Field Office, emphasized the importance of the program:
“This targeted enforcement is critical for community safety. Those who commit egregious sexual crimes, like the Phams, will be prosecuted to the fullest extent of the law.”
Following extensive surveillance, both men were arrested without incident. The brothers were convicted in the 1980s for kidnapping and sexually assaulting six females aged 15 to 21 at gunpoint. Quoc was sentenced to 64 years, and Dung to 118 years in prison. After serving over 20 years, both were paroled and added to the sex offender registry.
Despite their release, both continued engaging in criminal activities. Dung entered the U.S. in 1979 and Quoc in 1975. Both were ordered removed by an immigration judge and will remain in ICE custody pending removal.
