Trilochan Dhal Ashok Dau Held in Odisha Climate Fund Scam

Over Rs18 lakh misused from NAFCC scheme, say Vigilance

In a serious case of public fund misappropriation, Odisha Vigilance officials on Thursday arrested Trilochan Dhal, former Chief District Veterinary Officer (CDVO) of Nuapada, and Ashok Kumar Dau, Statistical Enumerator in the same office, for allegedly embezzling over Rs 18 lakh from government accounts.

The misused funds were part of the National Adaptation Funds for Climate Change (NAFCC)—a central initiative aimed at supporting vulnerable communities impacted by climate change. During the investigation, officials found that the funds had been illegally transferred to the personal account of Ashok Dau, a clear violation of financial procedures.

The arrests followed a probe by Vigilance authorities, and a case has been registered at the Koraput Vigilance Police Station (PS Case No. 29/2025). The accused have been booked under:

Sections 13(2) r/w 13(1)(a) of the Prevention of Corruption (Amendment) Act, 2018

Sections 409 and 120-B of the Indian Penal Code (IPC)

Officials say the investigation is ongoing to uncover further irregularities and evaluate the full extent of financial damage.

This case has triggered public concern over the misuse of climate adaptation funds, which are crucial for sustainable development and aiding marginalized communities. Vigilance authorities have assured strict legal action against all individuals involved.
