Delhi Police have arrested Nagajan Lilabhai Karavadra (47), a Gujarat-based travel agent, for orchestrating a passport fraud in which a passenger attempted to obtain immigration benefits under a false identity.
Karavadra was arrested after an investigation revealed his involvement in a fraudulent scheme in which a passenger tried to fly to London using forged credentials. The incident came to light on March 3 when immigration officials at IGI Airport flagged a 23-year-old passenger during a routine document check.
The passenger was found carrying a passport issued in the name of ‘Maulik Ranmalbhai Odedra’. During questioning, the passenger revealed his true identity as Mahesh Ranmalbhai Odedara, a resident of Porbandar, Gujarat, who had assumed a fake identity to secure immigration clearance with the help of Karavadra for a sum of ₹10 lakh.
According to police, Karavadra facilitated the fraudulent process by arranging a sham marriage between ‘Maulik Odedra’ and a Bulgarian woman, exploiting the EU family settlement scheme. The agent provided fake documents, including a voter ID, birth certificate, and residence proof, to support the new identity.
After multiple raids, Karavadra was arrested in Gandhinagar. In interrogation, he confessed to his role in the racket. Karavadra, who had started working as an agent in 2023 after returning from the UK, admitted to having connected with individuals engaged in similar fraudulent practices abroad.
Mahesh Odedra disclosed that he had used the forged documents to make several international trips, including two trips to India in November 2022 and February 2025, using the same identity.
