Sahar police at Mumbai International Airport arrested Sunoti Belel (44) and Seema Vinzarat (29) after immigration officials uncovered an alleged illegal egg donation and surrogacy racket operating from Thane.
Belel, a resident of Kalyan, allegedly supplied unmarried women as egg donors to fertility centres in India and abroad, falsifying documents to portray them as married, which is a requirement under Indian law. She was detained after arriving from Bangkok at around 1:30 pm on Friday. About 30 minutes later, Vinzarat, a Thane resident, arriving from Bangkok, was also questioned and detained.
Immigration officer Vaibhav Bhosale became suspicious when Belel could not provide clear answers about her travel purpose. Interrogation revealed that Vinzarat had accompanied Belel as a donor for egg donation tests and had received payments for her participation.
Police learned that Belel, along with absconding accused Sangita Bagul, ran an agency called Elite Care in Thane, which supplied egg donors and surrogate mothers to fertility centres domestically and internationally. Both Belel and Vinzarat allegedly facilitated the sale of eggs by falsely declaring donors as married, in violation of the Surrogacy (Regulation) Act, 2021, which requires a donor to be married and have at least one child.
Vinzarat stated that she had sold eggs at a hospital in Andheri and had traveled to fertility clinics in Kenya (2024), Kazakhstan (Feb 2025), and Thailand (Jan 2026) under this scheme, although some attempts failed due to medical reasons.
Authorities are now investigating the full extent of the racket and the number of women involved.
