After more than 11 months of investigation, justice has been served in connection with the armed robbery of City Line Liquor in West Hartford. On January 27, 2024, at around 7:21 p.m., West Hartford police responded to reports of a robbery at the liquor store on Prospect Avenue. Two males entered the store armed with a handgun, assaulted the employees, and fled with an undisclosed amount of money.
Thanks to the hard work of the police department’s Detective Division and the Community Support Unit, investigators were able to obtain arrest warrants nearly a year after the crime. The suspects were identified as Stevelan Snowden, 42, of Hartford, and Devon Kempson-Cook, 37, also of Hartford.
Snowden was arrested and charged with first-degree reckless endangerment, first-degree robbery, first-degree conspiracy to commit robbery, and second-degree assault with a firearm. He was issued a $75,000 bond and is scheduled to appear in Hartford Superior Court on February 3.
Kempson-Cook faces charges of first-degree robbery, first-degree conspiracy to commit robbery, second-degree assault, and third-degree assault. He was given a $90,000 bond and is expected to appear in court on Thursday.
Both men are being held in connection with the violent robbery, which took place almost a year ago.
