CAIRO, NY — On Tuesday, June 17, 2025, the New York State Police Bureau of Criminal Investigation (BCI) at Catskill announced the arrests of Stanley Dushane, 43, and Kayla Byrnes, 33, residents of Cairo, following an investigation into fraudulent timecard submissions involving the Town of Cairo Ambulance.
The investigation started on January 24, 2025, after reports of discrepancies in employee timecards. Authorities determined that Dushane worked shifts assigned to Byrnes while Byrnes was employed elsewhere. Dushane altered timecards on three occasions to falsely show Byrnes as present, causing her to receive payment for hours not worked.
Both were arrested and processed without incident.

Falsified Business Record: Make False Entry (Class A Misdemeanor)
Forgery 2nd Degree: Public Record (Class D Felony)
Kayla Byrnes is charged with:
Petit Larceny (Class A Misdemeanor)
Byrnes was issued an appearance ticket for Town of Cairo Court on July 22, 2025, at 1:00 p.m. Dushane was arraigned in Town of Catskill Court and released on his own recognizance; his court date is July 10, 2025, at 1:00 p.m.
