Singaporean Cassandra Low jailed 6 months for stalking singer

Taiwan court convicts Low for harassing Olivia Tsao online

A Singaporean woman, Cassandra Low, has been sentenced to six months in jail by a Taiwan court for stalking and harassing Taiwanese singer Olivia Tsao, the New Taipei District Court confirmed on June 5. Low was charged with coercion and endangering Tsao’s personal safety.

Olivia Tsao, 38, a multi-Golden Melody Award-winning singer, was repeatedly targeted by Low, who sent numerous threatening messages and insults both online and in public. According to the court, Low frequently messaged Tsao through emails and social media, demanding replies even after being blocked.

When Tsao blocked her, Low escalated her behavior by publicly threatening Tsao, her manager, and family members. She added Tsao and her parents to a group chat, accusing Tsao of lying about unblocking her and issuing chilling threats such as tormenting Tsao’s manager “to death.”

Low’s threats continued on Instagram, with posts suggesting she intended to find and harass Tsao’s family. One direct message even wished harm on Tsao, saying, “May you be hit and killed by a car.” This caused Tsao to fear for her safety, leading her to hire security guards.

Low’s harassment intensified after she traveled to Taiwan in February 2025. At Banqiao high-speed rail station, she confronted Tsao, grabbing her luggage and phone strap, damaging the phone, and demanding she be unblocked on social media. Police intervened and took Low into custody.

The court noted that Low’s actions caused Tsao significant psychological distress and harmed her reputation. Low pled guilty and showed remorse. While Tsao’s lawyer requested a fixed jail term without the option to pay a fine, the court balanced Low’s guilty plea and personal background, including her university education and public service job in Singapore.

Low was sentenced to six months in prison, with an option to pay a fine of NT$1,000 (approx. S$43) per day to commute the sentence. After serving her sentence or paying the fine, Low will be deported from Taiwan.

Tsao’s management issued a statement emphasizing the importance of respecting personal boundaries both online and offline.
