Shelby Lynn Hill Sentenced for Fraudulently Misusing PPP Loans

Texas woman sentenced to over a year in prison for fraud

Shelby Lynn Hill, 54, from Crystal Beach, Texas, has been sentenced to one year and one day in federal prison for fraudulently obtaining and misusing Paycheck Protection Program (PPP) loans, the U.S. Attorney’s Office for the Middle District of Tennessee announced on Friday. In addition to her prison sentence, Hill was ordered to pay $264,645 in restitution and a forfeiture money judgment. After completing her sentence, Hill will serve one year of supervised release.

Hill pleaded guilty to one count of wire fraud in June 2024. While residing in Crossville, Tennessee, Hill fraudulently applied for multiple PPP loans. This included securing $220,645 for a non-existent business, Plateau Angus Farms, in 2020. She falsely claimed the business employed 14 people, with monthly payroll expenses exceeding $88,000.

Court documents revealed that Hill submitted fabricated Forms W-2 and fraudulent Tennessee Secretary of State filings to back up her loan application. Additionally, she received a $42,700 loan for another fictitious business, Premium Persians of the Plateau, and misused funds from a third loan awarded to Shelby Lynn Hill, MD PLLC. Some of the money from this loan was used to begin the installation of a personal swimming pool, according to the U.S. attorney’s office.

At the time of the fraudulent activity, Hill worked as a health insurance broker. The employees listed on the Plateau Angus Farms loan were actually potential clients, whose personal data Hill used without permission to falsely support her loan application.
