El Paso, TX — Shocking new details have emerged after two people were arrested following the discovery of dozens of dogs living in inhumane conditions inside a northeast El Paso home.
Shannon Marie Hayes Inks, 39, and Wayne John Douglas Hayes, 44, were taken into custody and charged with Cruelty to Non-livestock Animals after investigators uncovered severe neglect at their residence on the 10400 block of Dunlap.
The investigation began on August 11, when a City of El Paso Environmental Department employee visited the property and reported a strong odor of dog urine and feces, along with visible trash and debris.
At the time, four dogs were seen in cages, and the suspects’ daughter was informed of a follow-up inspection. However, when officers returned two weeks later with Animal Services, the situation had deteriorated significantly—12 dogs were now confined in one cage, and 27 dogs were reportedly on the property.
The couple refused access to the interior of the home, citing a recent trip and admitting that the conditions inside were poor due to feces buildup. Douglas Hayes instead provided photos that showed dogs confined in cramped, unsanitary cages.
According to arrest affidavits, dog feces were spread throughout the home, and many of the animals were distressed—panting, pacing, and whining. Veterinary staff who later examined the dogs confirmed they were malnourished, some suffering from untreated medical issues. One dog died despite receiving emergency care.
In total, 25 dogs were seized from the property and taken to the El Paso Animal Shelter for evaluation and treatment.
Court documents allege Wayne Hayes failed to feed the dogs, causing some to eat clothing out of desperation. He also allegedly failed to provide veterinary care.
Both Hayes Inks and Douglas Hayes were booked into the El Paso County Detention Facility. The rescued animals are continuing to receive care and monitoring for recovery.
