Sergei Matsotsky, co-founder of the Russian IT giant IBS and a prominent figure in Russia’s technology sector, has been arrested in absentia on charges of large-scale bribery, the Basmanny District Court in Moscow announced Friday.
According to the court, Matsotsky left Russia before the ruling was issued. The specific details of the bribery accusations have not been publicly disclosed.
Matsotsky is accused of paying a significant bribe, according to the Moscow court system’s press service. Known for his pivotal role in developing Russia’s domestic IT industry, Matsotsky and his former IBS partner Anatoly Karachinsky divided their business interests in 2020. Matsotsky subsequently launched GS-Invest, a holding company focused on software development and systems integration.
He maintained close ties with state-affiliated firms and was involved in negotiations with Gazprombank to form a joint IT venture. In 2021, Matsotsky collaborated with ex-Rostelecom executive Andrey Cheglakov to launch a project called Rusim.
Matsotsky also owns L2U, a company specializing in IT support software. L2U serves several Matsotsky-linked businesses including Budget and Financial Technologies and Rubitech, as well as other clients like LokoBank, Bank Soft Systems, Notamedia, and Handysoft.
The investigation remains ongoing as authorities continue to probe the case.
