Ryan Deisher Charged in $3.9K Welfare Fraud Case

Hornell man accused of filing false records to get benefits

HORNELL, N.Y. — A 26-year-old Hornell man is facing multiple felony charges after allegedly committing welfare fraud and filing false records with the Steuben County Department of Social Services.

According to the Steuben County Sheriff’s Office, Ryan C. Deisher was arrested on May 13, 2025, and is accused of submitting fraudulent documents to obtain $3,909 in public assistance that he was not entitled to between April 1 and December 31, 2024.

Deisher faces the following charges:

Welfare Fraud in the Third Degree (Class D felony)

Grand Larceny in the Third Degree (Class D felony)

Offering a False Instrument for Filing in the First Degree (Class E felony)

Falsifying Business Records in the First Degree (Class E felony)

Authorities say Deisher knowingly misrepresented information to receive benefits, leading to criminal charges. He was arraigned and released pending further legal proceedings.

Officials remind the public that providing false information to receive social service benefits is a criminal offense and will be prosecuted.
