DOVER, DE — Two individuals have been arrested in connection with a September 1st robbery in Dover, according to the Dover Police Department.
The suspects are identified as Rshawn Chappell, 18, and a 17-year-old male, both residents of Dover. Investigators obtained arrest warrants following an in-depth inquiry into the incident.
On September 17, 2025, the 17-year-old was taken into custody by the Street Crimes Unit in the 800 block of West North Street. He was found carrying a handgun with an obliterated serial number at the time of his arrest. Chappell was arrested a day later, on September 18, near West Division Street and Kent Avenue.
The juvenile suspect was charged with multiple felonies, including:
Robbery First Degree
Possession of a Firearm During the Commission of a Felony
Aggravated Menacing
Wearing a Disguise During the Commission of a Felony
Conspiracy Second Degree
Assault Third Degree
Possession of a Firearm by a Person Prohibited
Possession of a Firearm with an Obliterated Serial Number
He is being held at Stevenson House on $25,000 secured bail.
Chappell faces the same core charges, minus firearm possession violations, and was booked into SCI (Sussex Correctional Institution) on $56,000 cash bail.
Authorities noted that both suspects are presumed innocent until proven guilty in a court of law.
