Rosa Castro Arrested for High-Value Ulta Shoplifting

Paterson woman faces shoplifting and conspiracy charges

STAFFORD, N.J. — A months-long investigation into a high-value shoplifting incident has resulted in the arrest of Rosa Castro, 56, of Paterson, New Jersey, Stafford Township Police announced Wednesday.

The charges relate to a May 2025 theft at the Ulta Beauty in the Stafford Park Boulevard shopping center, where approximately $2,150 in merchandise was stolen.

Detective Zac Halliday led the investigation, which culminated in an extraditable criminal complaint warrant for Castro. She was apprehended this week and transported to the Ocean County Jail, where she awaits a hearing in Ocean County Superior Court.

Castro faces two criminal counts under New Jersey law:

Third-Degree Shoplifting (2C:20-11B(2)) — for stolen merchandise valued over $500.

Fourth-Degree Conspiracy (2C:5-2a(1)) — indicating the theft may have involved multiple participants or a coordinated effort.
