Roderick Gaines Arrested for Impersonating FBI Agent

Surprise man accused of fake traffic stop on Loop 303

SURPRISE, Ariz. — A Surprise man has been arrested after allegedly impersonating an FBI agent and unlawfully pulling over a driver on Loop 303, according to the Arizona Department of Public Safety (DPS).

The suspect, Roderick A. Gaines, 53, was arrested on August 5 at his home following an investigation that began in April.

According to DPS, a tipster reported seeing a black Ford F-150 pulling over another vehicle near Lake Pleasant Parkway. Video provided to investigators showed the suspect vehicle equipped with flashing red and blue lights visible in the windshield.

The victim later told troopers that the man in the F-150 claimed to be an FBI agent during the stop.

During a search of Gaines’ vehicles, troopers recovered a jacket and hat labeled “FBI”, a functioning red and blue light system, and a firearm. The Ford F-150 was seized, along with other police-style equipment.

Gaines was booked into the Maricopa County Jail and is facing charges of:

Impersonating a peace officer

Unlawful imprisonment

Authorities continue to investigate whether there may be additional victims.
