RAYNE, La. — A city employee has been arrested for allegedly stealing electricity and water services by manipulating utility records, officials said.
On Jan. 16, 2026, Dylan Kane Menard, 23, of Rayne, was taken into custody. Menard worked as the Utility Billing Coordinator for the City of Rayne.
Menard faces multiple felony charges, including:
Malfeasance in Office
Injuring Public Records
Theft ($1,000 – $5,000)
According to the investigation, Menard is accused of altering meter readings in the city’s billing system between May 2022 and January 2026, misappropriating approximately 30,653 kWh of electricity and 27,000 gallons of water and sewage services for his personal account.
An arrest warrant was signed by District Judge Scott Privat of the 15th Judicial District Court. Menard’s bond was set at $20,000.
