LAREDO, Tex. – The Webb County Sheriff’s Office has apprehended 44-year-old Raquel Ibarra Carreon, a fugitive who evaded capture for four years, along with two accomplices who assisted in hiding her.
On Monday, July 28, investigators from the Criminal Investigations Division executed a felony arrest warrant at a residence on Cuatro Vientos Drive, where Carreon was found concealed in a narrow crawl space.
Carreon had been wanted since 2021 for charges related to intoxication manslaughter and intoxication assault involving a vehicle that caused serious bodily injury. She was convicted and sentenced in 2021 but failed to surrender to authorities, leading to her fugitive status.
During the investigation, 24-year-old Enrique Ruiz Jr. and 21-year-old Shantal Flores were also arrested and charged with hindering apprehension or prosecution for sheltering Carreon. Sheriff Martin Cuellar confirmed that Ruiz was formerly employed as a correctional officer with the Texas Department of Criminal Justice.
All three individuals are currently in custody at Webb County Jail awaiting further processing.
