Randall Balsley Arrested for Library Plaque Thefts

San Diego man stole bronze plaques from multiple libraries

SAN DIEGO — Randall Ryan Balsley, 44, of El Cajon, was arrested by San Diego County Sheriff’s investigators for stealing bronze plaques from multiple public libraries across the county.

The thefts began on Oct. 17, when surveillance cameras captured Balsley removing a bronze wall plaque, valued at $4,500, from the Imperial Beach Library and loading it into a white Chevrolet Silverado. Detectives later linked him to similar incidents at libraries in Lemon Grove, Rancho San Diego, Alpine, and 4S Ranch.

After Crime Stoppers released images of the suspect and vehicle, an anonymous tip led investigators to Balsley. He was apprehended Wednesday in Rancho San Diego during a traffic stop.

A search of his home in El Cajon uncovered additional stolen plaques and evidence. Balsley faces multiple counts of grand theft. The investigation is ongoing.

The Sheriff’s Office thanked the public and Crime Stoppers for their assistance.
