Racine County law enforcement has made three significant arrests in connection to child pornography, continuing their efforts to combat child exploitation. These arrests followed investigations by the Racine County Sheriff’s Internet Crimes Against Children (ICAC) unit, triggered by tips from the National Center for Missing and Exploited Children (NCMEC).
On Sunday, February 16, 27-year-old Devin Katzman was arrested at his Union Grove home after authorities discovered he had uploaded child pornography to the Discord app. Investigators seized his iPhone and charged Katzman with four counts of possession of child pornography. Katzman is set to appear in court on February 27.
Just two days later, 30-year-old Crystal Lachman, also of Union Grove, was arrested after admitting to sending and receiving child pornography on the Kik app. She faces one charge of possession of child pornography.
On Wednesday, February 19, 20-year-old Ciquil Mangum of Racine was arrested after investigators found several images and videos of child pornography in his Snapchat account. Mangum is facing 11 counts of possession of child pornography, and authorities seized multiple electronic devices during the investigation.
