Carlisle Woman Rachelle Kitchell Arrested for Severe Child Abuse
PAOLI, IN – A Carlisle woman, Rachelle Kitchell, 35, was arrested Friday by Paoli Police on a warrant issued in Sullivan County, where she faces serious child abuse and neglect charges involving multiple children.
The charges stem from a nearly two-year investigation into disturbing allegations of abuse reported by the children’s grandmother.
According to police, Kitchell is accused of deliberately removing the children’s toenails, burning them, and using remote-controlled shock collars as a method of punishment.
She has been formally charged with:
Three counts of Domestic Battery resulting in Serious Bodily Injury to a child under 14
Three counts of Neglect of a Dependent resulting in Serious Bodily Injury
Three counts of Domestic Battery causing Bodily Injury
Kitchell was taken into custody without incident and is currently being held without bond in the Sullivan County Jail.
Authorities continue to investigate the full extent of the abuse. Additional charges may be filed as the case develops.
