QUINCY, Fla. — A long-serving city clerk in Gadsden County has been arrested in connection with an alleged scheme to steal over $7,000 from cemetery plot sales at Quincy City Hall.
Janice Yvette Shackelford, 62, faces a slew of charges, including:
Organized scheme to defraud
Grand theft
Six counts of forgery
Six counts of uttering
Misuse of public office
Violation of the Florida Public Records Act
According to arrest documents, Shackelford allegedly accepted cash payments for municipal cemetery plots after the city banned cash transactions in November 2022 — then pocketed the funds instead of depositing them. The scheme reportedly totaled at least $7,134.50.
Prior Fraud Allegations
This isn’t Shackelford’s first legal trouble. She was previously arrested in Miami-Dade County in 2012 while working for then-State Rep. Daphne Campbell. According to the Miami Herald, she allegedly charged constituents fake fees for help with mortgage issues, immigration matters, and traffic violations.
That case ended with no formal conviction but a judge imposed three years of probation.
Quincy’s Hiring Oversight
Despite her history, Shackelford was hired as Quincy’s city clerk in July 2020. She did not disclose her prior arrest or legal history on her job application. Though city officials later became aware of her past, she remained employed until her recent arrest.
