Phillip Stout has been charged with first-degree murder for a second time in connection with the 2020 shooting death of Randall Madewell in Cleveland, Oklahoma. Madewell, 60, was found shot to death in March 2020. Following the incident, Stout was initially arrested and charged, but the case was dismissed in 2021 due to a lack of evidence at the time.
According to the Oklahoma Bureau of Investigation, agents recently uncovered new evidence, which led to renewed charges being filed against Stout in Pawnee County. Authorities did not disclose the nature of the new evidence but confirmed it was sufficient to refile the case.
Currently, Stout is being held at the Rogers County Jail on unrelated charges. He will be transferred to the Pawnee County Jail, where he faces a $2 million bond in the revived murder case.
