Philadelphia Man Faces Charges After Road Rage Shooting in MD

Andre Howard Jr. Arrested for Attempted Murder in Road Rage Incident

UPPER MARLBORO, Md. — A 34-year-old man from Philadelphia is facing multiple felony charges, including attempted second-degree murder, after an alleged road rage incident involving gunfire on March 28, 2025, in Prince George’s County, Maryland. Andre Howard Jr. was arrested following an investigation by Maryland State Police.

The incident occurred on the ramp from southbound Maryland Route 4 to Woodyard Road at around 3:28 p.m. Prince George’s County 911 received a report of a shooting, and police soon arrived at the scene. The victim claimed to have heard a gunshot and witnessed a vehicle speeding past him, with a man hanging out of the passenger’s window, whom he suspected had fired the shot.

Investigators later found a bullet hole in the victim’s vehicle, and a projectile consistent with a handgun was recovered from the passenger compartment. A single 9mm shell casing was also discovered nearby.

Dashcam footage provided by the victim confirmed the gunshot and helped identify the two vehicles involved: a black GMC Yukon and a black Genesis GV80 coupe.

According to court documents, the driver of the GMC Yukon told authorities that he fled the scene after an apparent dispute with the occupants of the Genesis GV80. He described the encounter as a random one, realizing only later that shots had been fired at him.

A search of a residence in Upper Marlboro connected to the Genesis GV80 led investigators to a female occupant who had been driving the car at the time. She told authorities that Howard, who was seated in the back with her 3-year-old child, had retrieved a handgun from the glove compartment during the altercation and fired it at the other vehicle.

Although initially denying involvement, Howard eventually admitted to firing the handgun. He claimed that the gunfire was in response to aggressive gestures from the other vehicle. Howard also admitted to not having a permit to carry the firearm in Maryland.

Howard was arrested on March 31, 2025, and charged with several offenses, including attempted second-degree murder, first-degree assault, second-degree assault, use of a firearm in a violent crime, reckless endangerment, and illegal possession of a firearm. The maximum penalties for these charges range from 5 years to 30 years in prison, depending on the offense.

Howard was held without bond after a bail review hearing on April 3, 2025, before Judge Wennesa Bell Snoddy. A preliminary hearing is scheduled for May 2, 2025, in Prince George’s County District Court. The investigation and prosecution are ongoing.
