DOUGLAS COUNTY, Nev. — The Douglas County Sheriff’s Office (DCSO) has released details of a burglary and theft investigation that unfolded near Topsy Lane involving a group now linked to an organized theft ring.
At approximately 4:10 p.m., deputies responded to a report of a suspicious vehicle tied to a theft at Famous Footwear. The vehicle was located and stopped by law enforcement behind the shopping center on Vista Grande Boulevard.
Upon stopping, two occupants fled on foot, escaping into Washoe tribal land, while three others remained in the vehicle. With the help of Washoe Tribal Police, K9 units, and drones, officers were able to capture one of the fleeing suspects. The second individual remains at large.
The suspects in custody have been identified as:
Manual Parra-Lopez (fled on foot, later caught)
Rosario Quinonez-Garcia
Garson Arango
Jenifer Lara-Vasquez
They now face multiple felony charges, including:
Burglary of a business
Conspiracy to commit burglary
Possession of stolen property
Possession of drug paraphernalia and controlled substances
Possession of burglary tools
In addition, Parra-Lopez has been charged with resisting and obstructing a police officer. Both Parra-Lopez and Arango are undocumented immigrants and have been placed on ICE holds.
Sheriff Dan Coverley confirmed the group’s involvement in a broader organized retail theft operation, stating:
“All of these individuals are part of an organized theft ring. They came to Douglas County for the express purpose of stealing from our businesses.”
