KINGSTON, Jamaica — Two employees of the National Solid Waste Management Authority (NSWMA) have been arrested and charged for allegedly stealing fuel from garbage trucks over the course of more than a year, according to the Counter-Terrorism and Organized Crime Investigation Branch (C-TOC).
The accused, 35-year-old Kemar Cousins of Regent Street, Kingston, and 57-year-old Karim Isaacs of Jones Town, St. Andrew, were charged on Monday, May 5 with larceny as a servant and simple larceny.
The fuel thefts reportedly took place between February 2024 and April 2025, resulting in significant financial losses to the NSWMA.
According to police reports, both men were truck operators for the NSWMA and made unauthorised stops during official garbage collection routes. During these stops, they allegedly siphoned fuel from the garbage trucks for personal gain.
Once the NSWMA became aware of suspicious activity, the matter was referred to C-TOC, which launched an investigation leading to the arrests.
Cousins and Isaacs are scheduled to appear in the Kingston and St. Andrew Parish Court on July 16.
Authorities have not yet disclosed the exact volume of fuel stolen or the estimated value, but emphasized that the operation caused notable losses to the public waste management agency.
