On Wednesday, Norfolk police arrested a 22-year-old man, Keenan Talton, after he was caught allegedly stealing a vehicle. At approximately 1:53 p.m., police responded to a report of a vehicle theft in progress near Seventh Street and Madison Avenue.

According to Captain Michael Bauer, the victim witnessed Talton entering their vehicle and driving away. The victim, in a second vehicle, followed the stolen car to the 500 block of South Second Street, where the vehicle stopped. Talton exited the stolen car and approached the victim, handing over the car keys before walking away in the opposite direction.

Police arrived on the scene shortly afterward and took Talton into custody. During the arrest, officers found a glass pipe and suspected methamphetamine in his possession. Talton was arrested on suspicion of theft by unlawful taking and possession of a controlled substance.

Talton was initially transported to the Norfolk City Jail and later transferred to the Madison County Jail, where he remains in custody.

The investigation into the theft and drug possession continues. Authorities are asking anyone with additional information to come forward.
