Multiple Arrests in Stephens County Burglary Ring

Five suspects charged with burglary, theft of stolen property

The Stephens County Sheriff’s Office (SCSO) has arrested several individuals in connection with a series of burglaries targeting a residence on Highway 123.

On December 31, 2025, SCSO investigators responded to the home and found security cameras had been disconnected. The homeowners reported stolen items including trailers, trail cameras, and a vehicle, along with damage to an exterior door and other property.

Evidence later linked the stolen items to sales at a local scrap metal business, prompting arrest warrants. Billy Peeples, 33, of Toccoa, was arrested on January 7, 2026, for burglary, theft by receiving stolen property, and a probation violation from a 2024 burglary. Peeples remains in Stephens County Jail without bond.

On January 9, 2026, SCSO executed search warrants at multiple Toccoa locations, recovering stolen property and identifying additional suspects. Arrest warrants were issued for Jeffery Bohannon, 54; Devin Walker, 35; Billie Walker, 41; and Chester Allan Manns, 51, all from Toccoa.

Billie and Devin Walker were arrested on January 12. Billie Walker faces burglary and two counts of felony theft by receiving stolen property and was released on a $30,000 bond. Devin Walker was charged with burglary and theft by receiving stolen property and remains in jail on a $25,000 bond.

Chester Allan Manns turned himself in on January 20 after SCSO released Most Wanted posters and is charged with burglary and a probation violation, held on a $20,000 bond. Jeffery Bohannon was arrested on January 29 during a traffic stop and charged with felony theft by receiving stolen property; he remains in jail with a $10,000 bond.

SCSO continues to investigate the series of burglaries and encourages anyone with information about stolen property or additional suspects to contact the department.
