A joint operation by the Miami Police Department and the FBI led to the arrest of Alex Borrero, 62, owner of H. Miami Medical Clinic in the Flagami neighborhood, on Thursday. Borrero faces serious charges for allegedly running a sophisticated health insurance fraud scheme involving staged car accidents and bogus medical treatment claims.
The raid on the clinic drew attention from local residents and business owners as law enforcement executed a search warrant. The ongoing investigation uncovered a criminal network responsible for fraudulent insurance claims that could amount to millions of dollars.
Miami Police Chief Manny Morales explained that the scam involved repeatedly staging car crashes with the same group of individuals. After these fabricated accidents, the participants visited Borrero’s clinic for fake medical treatments, which were then billed to insurance companies, generating payments for injuries that never occurred.
“The victim here is the insurance company,” Chief Morales said. “They noticed a small group involved in numerous accidents, followed by medical visits for treatment that never actually happened.”
Though the full financial impact is still under investigation, authorities warn that such fraud inflates insurance premiums for Florida residents.
Borrero’s arrest follows earlier detentions in the case, including Rodylaidi Martinez, 30, and Greter Aguirre Guerra, 24, who were taken into custody in June. Investigators are examining possible links to other industries, such as auto repair shops and legal firms, often complicit in similar schemes.
This case echoes the recent “Operation Crash and Cash,” which resulted in six arrests in Miami-Dade. That investigation uncovered staged traffic accidents, vehicle damage at participating repair shops, and false medical treatment claims at collaborating clinics. One example involved over $37,000 in fraudulent medical bills.
The arrests include Miami-Dade residents and Cuban nationals, highlighting the broad community impact of these criminal operations.
