Kevin Lutchmansingh Charged in $5K Niagara Retail Fraud Case

Fort Erie man accused of forged documents, fraud over $5,000

ST. CATHARINES, ON — A Fort Erie man is facing multiple fraud-related charges following a retail scam at a commercial business in St. Catharines.

On Thursday, March 6, 2025, around 7:30 p.m., uniform officers from the Niagara Regional Police Service (NRPS) responded to a fraud report at a store near Geneva Street and the North Service Road.

Initial investigations revealed that a male suspect entered the store and selected merchandise valued at over $5,000. After several suspicious payment attempts, it became apparent that the suspect was trying to defraud the business.

The matter was taken over by detectives from the NRPS Fraud Unit, leading to the arrest of Kevin Lutchmansingh, 53, of Fort Erie, on June 24, 2025.

Lutchmansingh is charged with:

Uttering Forged Document (2 counts)

Fraud Over $5,000

He remains in custody and was scheduled to appear for a bail hearing on Tuesday, June 24, 2025, via video link at the Robert S.K. Welch Courthouse in St. Catharines.
