Keith Wallis Accused in $40K Target Theft Scheme

Palm Beach man allegedly resold stolen cards on eBay

A Palm Beach man is facing multiple felony charges after authorities say he orchestrated an organized retail theft scheme that generated nearly $40,000 by reselling stolen merchandise from Target stores.

Keith Wallis, 39, was arrested on two counts of felony organized retail theft, three counts of felony dealing in stolen property, and one count of felony money laundering. The arrest followed an investigation led by the Palm Beach County Sheriff’s Office and the Florida Attorney General’s Office, with assistance from the Broward County Sheriff’s Office and the Martin County Sheriff’s Office.

According to investigators, Wallis carried out 75 thefts at Target locations from Orlando to Miami between July 2025 and February 2026. Authorities allege he selected large boxes of trading cards along with taco seasoning packets priced at 99 cents. At self-checkout kiosks, he reportedly scanned and paid only for the seasoning packets while concealing them beneath the trading card boxes, creating the appearance that he had paid for all items.

Officials say Wallis later sold the stolen trading cards through eBay. In one instance at a Target store in northern Palm Beach County last November, he allegedly took two boxes of NBA trading cards valued at $59.99 each using the same method.

Target reported losses exceeding $10,000 tied to the thefts. Investigators also believe Wallis committed similar offenses at Walmart and Publix stores.

Earlier this month, a deputy from the Palm Beach County Sheriff’s Office conducted surveillance during a suspected theft at a Walmart in Lake Worth Beach. According to a probable cause affidavit, the deputy observed Wallis discarding seasoning packets in a trash can before leaving with four boxes of sports trading cards. Authorities later placed an order through his eBay account as part of the investigation.

If convicted on all charges, Wallis could face up to 90 years in state prison.
