CONROE, TX – A North Carolina man, Keith Devon McMillian, 45, has been arrested for his alleged involvement in a widespread credit and debit card fraud scheme that impacted at least 13 individuals and several businesses in Conroe, Texas.
The investigation began on August 1, 2025, after First Financial Bank in Conroe reported multiple fraudulent transactions. Detectives quickly identified McMillian as the primary suspect and obtained an arrest warrant with the assistance of the Montgomery County District Attorney’s Office.
On August 2, Conroe police officers located McMillian near George Bush Intercontinental Airport in Houston and took him into custody.
McMillian is charged with Credit Card Abuse, a state jail felony, and Fraudulent Use of Identifying Information, a second-degree felony, due to the number of victims involved. He was booked into the Montgomery County Jail.
Conroe Police Chief Buckholtz praised the swift efforts of Detectives Jason and Charlie Roper. “Their fast action stopped this criminal spree before the suspect could flee Texas,” Buckholtz said.
The case remains under investigation, and authorities are working to identify any additional victims or accomplices.
