Kamie Moats, Garry Hinchman Charged in Animal Cruelty Case

Three dogs found malnourished, without shelter in 90° heat

BELINGTON, W.Va. — Kamie Moats, 43, and Garry Hinchman, 48, were arrested Monday after Barbour County deputies found three malnourished dogs on their property in extreme heat.

Deputies responded to a complaint on Audra Park Road and found dogs tethered beneath a broken-down SUV, lacking shelter, food, and water. One was tangled and unable to move.

Temperatures reached 90°F. Moats and Hinchman admitted the dogs had been kept in poor conditions for over a week and were fed only every few days.

Both face three counts of animal cruelty and are being held at Tygart Valley Regional Jail.
