Julie Lee Arrested in Folsom Mail Theft Case

Rancho Cordova woman charged with identity theft, burglary tools

FOLSOM, Calif. — Folsom police have arrested two women in connection with a recent mail theft case in a residential neighborhood, officials said Monday.

On Dec. 16, around 3 a.m., a patrol officer spotted a vehicle previously linked to mail theft near Avalanche Way and Snowy Peak Court. The officer conducted a traffic stop after noting the vehicle had expired registration.

During the investigation, authorities observed open alcohol containers and mail that did not belong to the vehicle’s occupants. A subsequent search uncovered additional stolen mail, skeleton keys used to access community mailboxes, and drug paraphernalia.

Police arrested:

Julie Lee, 41, of Rancho Cordova

Jenny Xiong, 42, of Yuba City

Both were booked into Sacramento County Jail on charges including identity theft, possession of burglary tools, and criminal conspiracy. A third individual, Susan Vang, was cited and released due to a medical condition.

Folsom police stressed the increased risk of mail theft during the holiday season and urged residents to take protective measures:

Retrieve mail promptly and avoid leaving packages unattended

Schedule deliveries when someone is home

Request signature confirmation for valuable items

Use secure package lockers or temporary mail holds

Authorities also emphasized the importance of community awareness and timely reporting, encouraging residents to notify the police if they observe suspicious activity near mailboxes.
