Joshua Talley, Andrew Ottinger Arrested in Waynesboro Theft Assault

Two men charged after pepper spray attack at Tractor Supply

WAYNESBORO, Va. — Two men, Joshua Lee Talley, 37, of Staunton, and Andrew Clay Ottinger, 37, of Waynesboro, were arrested Tuesday following a theft and assault incident at the Tractor Supply Co. on Lew Dewitt Boulevard.

According to Waynesboro Police, Talley allegedly pushed a shopping cart filled with merchandise past the registers without paying. When confronted by a store employee, Talley reportedly sprayed the employee in the face with pepper spray before fleeing in a grey Chevrolet Impala driven by Ottinger.

Police arrested Ottinger at a residence on Bluff Avenue without incident. Talley was found hiding inside the same home and was taken into custody after resisting arrest and a brief physical altercation with officers.

Both suspects are being held without bond at Middle River Regional Jail.

Felony assault and battery on a police officer or firefighter

Misdemeanor obstruction of justice by force

Felony illegal use of gases (pepper spray)

Felony robbery

Andrew Ottinger faces charges of:

Felony accessory to robbery
