Joseph Osinski Jailed for Stealing $967K from Police Lodge

Former McKeesport detective misused FOP funds for personal gain

ALLEGHENY COUNTY — Former McKeesport police detective Joseph Osinski has been sentenced to 9 to 18 months in jail and three years of probation after pleading guilty to stealing nearly $1 million from the Allegheny County Fraternal Order of Police (FOP) Lodge 91.

Osinski, who served as the lodge’s financial secretary from 2020 to April 2024, was also ordered to pay over $967,000 in restitution to the FOP Lodge.

Pennsylvania Attorney General Dave Sunday condemned the crime, stating, “This trusted member of law enforcement betrayed public trust and trust among his peers by diverting nearly a million dollars in lodge funds for personal use. In one instance, he stole donations meant for a memorial fund honoring a fallen officer.”

The investigation began in early 2024 after lodge board members received an anonymous letter questioning the organization’s finances. Authorities discovered that Osinski had opened bank accounts in the lodge’s name, making himself the sole owner and authorized user. Checks made payable to the FOP were deposited into these accounts rather than the lodge’s official accounts.

Among the misappropriated funds were contributions intended for a memorial fund for an officer who died in the line of duty. Instead, Osinski redirected the money for personal use, severely impacting the lodge’s financial stability and trust within the law enforcement community.
