Joel Rubio and Terri Ann Frank Arrested in Dog Mauling Death

Rockdale couple charged with second-degree felony under Lillian’s Law

MILAM COUNTY, Texas (KBTX) — Two individuals have been arrested in connection with the tragic death of 88-year-old Delores Woolverton, who died in December 2024 after being mauled by dogs in Rockdale.

Woolverton was found deceased on her property on Beverly Drive on December 18, 2024. According to the Milam County Sheriff’s Office (MCSO), her autopsy revealed the cause of death was a “canine mauling.” The investigation initially indicated multiple dogs were found at the scene. In the latest update, MCSO confirmed that seven dogs were removed from the property and later euthanized by order of a county Justice of the Peace.

Authorities discovered that one of the dogs involved in the attack had a history of unprovoked aggression, specifically an attack on an AMR employee, which led to the dog being classified as dangerous under Lillian’s Law. This law, designed to protect the public from dangerous animals, is central to the charges against the suspects.

Joel Rubio, 61, and Terri Ann Frank, 65, both from Rockdale, have been charged with second-degree felony “Attack by Dog Resulting in Death,” a crime recognized under Lillian’s Law. Both were arrested earlier this week and booked into the Milam County Jail, where they were each granted bond at $20,000. They have since been released.

The investigation into this case continues, as authorities work to determine the full scope of the incident.
