WEST LIBERTY, Ky. — Kentucky State Police announced that an inmate has been indicted following a death at Eastern Kentucky Correctional Complex (EKCC) last September.
On Nov. 20, 2025, a Morgan County Grand Jury returned an indictment against Jeremy Brooks, 45, an EKCC inmate, charging him with murder and persistent felony offender of the second degree.
The charges stem from the death of Ryan Rayburn, 27, of Ashcamp, who was found unresponsive in his cell on Sept. 30, 2025. Rayburn was pronounced dead shortly after being transported to Morgan County ARH Hospital.
Kentucky State Police said a preliminary investigation indicated that foul play was suspected, leading to the indictment of Brooks. The case remains under investigation, and further details have not yet been released.
