Harun Liluma Arrested in SHA Fraud Probe

DCI targets corrupt networks in Kenya’s health sector

NAIROBI, Kenya — Detectives from the Directorate of Criminal Investigations (DCI) have arrested Harun Liluma, an interdicted employee of the Kenya Medical Practitioners and Dentists Council (KMPDC), in connection with alleged fraud within the Social Health Authority (SHA).

Liluma is scheduled to appear before the Milimani Law Courts to answer charges of conspiracy to defraud, abuse of office, and computer fraud, offenses sanctioned for prosecution by the Office of the Director of Public Prosecutions (ODPP) following a thorough DCI investigation.

Authorities described the arrest as part of a widening crackdown on corrupt networks exploiting the SHA, a public system designed to provide affordable healthcare to Kenyans.

The DCI signaled that the investigation is ongoing and pledged to pursue all individuals and organizations found misappropriating public funds through fraudulent schemes.

“This case serves as a stark warning to those seeking to exploit the public health financing system. Agencies continue working together to protect Kenyans from losing their money to orchestrated fraud,” a DCI spokesperson said.
