Haitian Citizen Arrested in Dominican Republic for Visa Scam

Dieuseul Siac posed as Brazilian consul, defrauded Haitians of up to $2,000

Santo Domingo, Dominican Republic — Dieuseul Siac, a 44-year-old Haitian national, was arrested by Dominican police officers attached to the Central Investigation Directorate (DICRIM) for allegedly impersonating a Brazilian consul and defrauding Haitian citizens seeking visas to Brazil.

Siac was apprehended while driving a black Toyota Vitz on Mexico Street, near Altagracia corner in the San Carlos sector of the National District. His suspicious behavior prompted officers to conduct a search, which uncovered a passport in his name, two cell phones, three identity cards, and several personal documents. Additionally, police found 13 passports belonging to various Haitian citizens, all of whom were victims of his fraudulent visa scheme.

According to authorities, Siac promised Haitian nationals that he could secure them Brazilian visas in exchange for payments ranging from US$1,000 to US$2,000.

The case has been referred to the Department of Human Trafficking and Smuggling for further investigation, and prosecution of Siac is underway. The authorities are continuing their efforts to identify additional victims and assess the full extent of the scam.
