NEW HAVEN, Conn. — A Middletown resident, 29-year-old Habroon Habib, has been charged in a health care fraud scheme that allegedly defrauded Medicare of approximately $680,000 involving durable medical equipment (DME).
Court documents reveal that Habib, through his company Around the World Solutions LLC, formed in January, submitted fraudulent claims for orthotics—devices used to relieve foot and ankle pain—that were never provided to patients. These patients, numbering over 400, were located across the United States and did not reside in Connecticut. None of them requested or received the orthotics.
The company, based in Middletown, billed private health insurers sponsoring Medicare Advantage plans for the fake orthotic deliveries. According to the investigation, between March 12 and May 14, around $680,000 in payments from Medicare sponsors were deposited into the company’s checking account. Subsequently, $425,000 was transferred to financial institutions in Habib’s native Pakistan.
Investigators confronted Habib on July 29 and informed him of the ongoing probe. It was also discovered that Habib had booked a one-way ticket to Pakistan scheduled for August 25.
Habib was arrested on Sunday, appeared in court the next day, and was released on a $50,000 bond. He now faces charges including money laundering, unlawful monetary transactions, operating an unlicensed money transmitting business, and conspiracy.
