CALVERT COUNTY, Md. — A man and woman from Glen Burnie are facing criminal charges following a January 26, 2026 incident involving a stolen vehicle, a police pursuit, and the alleged discovery of drugs and paraphernalia, according to court documents.
Jeffrey Paul Voiers, 41, and Joclynn Madisynn Tamar Jay, 21, were taken into custody after Calvert County Sheriff’s Office deputies located a 2018 red Toyota Corolla reported stolen out of Anne Arundel County.
Deputies were alerted by a license plate reader as the vehicle traveled southbound on Route 4. When officers attempted a traffic stop, Voiers—who was driving—allegedly failed to stop and continued at high speed, weaving between lanes. Deputies noted both occupants were moving around inside the vehicle, prompting concerns for public safety and leading officers to terminate the pursuit.
The vehicle was later found again near Skinners Turn Road, where it turned onto a dead-end street and became disabled. According to court records, Voiers exited the vehicle and fled on foot but was quickly apprehended. Jay remained in the vehicle and was detained without incident.
A search of the vehicle revealed numerous smoking devices, described by deputies as commonly used to ingest controlled dangerous substances such as crack cocaine. Some of the devices reportedly showed burn marks, copper mesh, and white powder residue.
During a search of Jay, deputies found two suboxone strips inside a marijuana package in her jacket pocket. After being advised of her Miranda rights, Jay told deputies she did not realize they were in Calvert County and said she had repeatedly asked Voiers to stop the vehicle.
Jay is charged with one misdemeanor count of possession of a controlled dangerous substance (not cannabis). She was released on her own recognizance on January 27, 2026, and is scheduled to appear in Calvert District Court on March 13, 2026.
Voiers faces multiple charges, including:
Felony theft between $1,500 and under $25,000
Kidnapping
Unauthorized taking of a motor vehicle
Possession of drug paraphernalia (misdemeanor)
The kidnapping charge stems from allegations that Voiers refused to stop the vehicle despite Jay’s repeated requests. Court records indicate Voiers has prior convictions, pending cases, and a history of failing to appear in court. Following a bail review hearing on January 28, 2026, a judge ordered that he be held without bond.
Voiers’ preliminary hearing is scheduled for February 26, 2026, in Calvert District Court.
