General Davis Indicted in Syracuse Bail Bond Fraud Scheme

Third suspect charged in scam impacting dozens of families

SYRACUSE, N.Y. — General Davis, 66, has become the third person indicted in connection with a fraudulent bail bond scheme that defrauded at least 36 Syracuse families, costing them tens of thousands of dollars over a six-month period.

According to authorities, Davis, along with Regina McCoy and her son Anthony Moffett, orchestrated the scheme that led families to believe they were securing legitimate bail bonds for loved ones in Onondaga County. In reality, the bonds were fraudulent, and the defendants allegedly stole over $50,000.

Davis and McCoy, who reportedly had longer involvement than Moffett, face charges of first-degree scheme to defraud and second-degree grand larceny. Moffett was charged with the fraud count alone.

The fraudulent bonds were linked to Buffalo Bail Bonds, where McCoy worked as an office manager, according to her LinkedIn profile. Prosecutor Peter Hakes stated that an investigation is ongoing to determine whether the company was aware of the fraud.

The fraud came to light after seven defendants returned to court and had their bonds revoked. Four were taken back into custody as a result.

While McCoy and Moffett were arrested last year and recently pleaded guilty to third-degree grand larceny for stealing $4,500, Davis was publicly connected to the case only in April. He was arraigned Friday, just days after McCoy and Moffett’s pleas. The new indictment naming Davis as a co-defendant led to McCoy and Moffett’s original charges being set for dismissal at sentencing.

McCoy and Moffett have both avoided prison:

McCoy will serve five years’ probation.

Moffett, jailed since September after a domestic incident, will receive time served and five years’ probation.

Restitution for the victims is the DA’s office’s top priority. Hakes noted that allowing the pair to remain out of custody will enable them to work and repay victims, and confirmed the fraud scheme has been shut down.

General Davis, a former gang leader, has a long criminal history, with an estimated 50 arrests since age 9. Despite this, he later turned to community mentorship, founding Real Fathers Real Men in 2021 and authoring a book, Free from Death, about his transformation.

Davis is scheduled to appear in court again on May 16. McCoy and Moffett will be sentenced July 10.
