Gautam Kumar Arrested in Rs 3.48 Cr Job Fraud

Odisha EOW Busts Fake Recruitment Scam

The Economic Offences Wing (EOW) of Odisha Police arrested Gautam Kumar, a resident of Khagaria district, Bihar, from New Delhi on December 11, 2025. Kumar had been absconding in a job fraud case since 2023. He was later produced before the Metropolitan Magistrate, Rohini, New Delhi, and brought to Odisha on transit remand.

The investigation began after a fake advertisement was published in a local Odia daily on December 28, 2022, under the name Gramin Rojgar Kalyan Sansthan (GRKS). The ad invited applications for posts such as District and Block Coordinator, Computer Operator, and Block Surveyor, specifying qualifications and remuneration. Applicants were asked to submit forms through the website www.grks.org
with fees of Rs 170 for SC/ST candidates and Rs 320 for general candidates.

Earlier, Dharmapal Singh, Secretary of GRKS, was arrested in February 2023. Singh, along with co-accused Amit Singh (IT expert) and Jairam Tiwari, developed the GRKS website and advertised fake recruitment drives across more than ten states in India, targeting unemployed youths.

“Applicants, believing the advertisements to be government-backed, paid fees and appeared for examinations. However, no appointments were ever given, and candidates were deliberately disqualified,” said an EOW official.

The investigation revealed that GRKS collected approximately Rs 3.48 crore from applicants, which was routed through multiple bank accounts controlled by the accused. Gautam Kumar, falsely projected as a Skill Developer, received Rs 69,20,010 from GRKS funds through his companies—Yotta Edutech Pvt Ltd, Guruba Edutech Pvt Ltd, and the trust Amogh Seva Foundation. No training was conducted, and the entire amount was misappropriated by Kumar.

The EOW continues to probe the case to identify other accomplices and recover the misappropriated funds.
