Former CHP Captain Matthew Stover Arrested for Fraud

Matthew Stover faces multiple charges including perjury and theft

On Thursday, the California Highway Patrol (CHP) announced the arrest of Matthew Stover, a former captain, on suspicion of theft and workers’ compensation insurance fraud.

Stover, 51, was apprehended in Folsom, California, a suburb of Sacramento, and subsequently booked into the Sacramento County Jail. Having served with the CHP for 22 years, Stover filed a workers’ compensation claim in June 2023. His doctor advised him to take time off work due to injury that same month.

The CHP’s Workers’ Compensation Fraud Investigations Unit detected irregularities in his claim, prompting a detailed investigation.

During his medical leave, Stover reportedly engaged in activities that violated the doctor’s prescribed limitations, suggesting potential fraud. The investigation also uncovered evidence that Stover may have committed perjury and fraud by submitting falsified vehicle registration documents to the DMV.

As a result, Stover now faces six charges, including:

False statements to fraudulently obtain compensation
Knowingly presenting a false insurance claim
Making false statements for insurance payments
Concealing or failing to disclose events that affect benefits
Perjury
False statements to the DMV
The case underscores the seriousness of workers’ compensation fraud and perjury within public institutions.
