Foo Li Ping Jailed 19 Years Over Daughter Megan’s Death

Mother and boyfriend subjected 4-year-old to horrific abuse

Foo Li Ping, 29, was sentenced to 19 years in prison after pleading guilty to the prolonged abuse and eventual death of her four-year-old daughter, Megan Khung. The High Court heard disturbing details of the abuse that spanned over a year before Megan’s death in 2020.

Foo admitted to charges of child abuse, allowing the death of a child, and the intentional disposal of a corpse to obstruct investigations. One more child abuse charge was taken into consideration. She showed no emotion as Justice Hoo Sheau Peng delivered the sentence, condemning Foo and her boyfriend, Wong Shi Xiang, for robbing the child of her dignity “for their own sadistic ends.”

The prosecution had sought a sentence of 15 to 20 years, citing a severe neglect of parental responsibilities. Megan had been subjected to repeated physical abuse, humiliation, and neglect. She was forced to sleep on a balcony, wear soiled diapers on her head, and eat from a dustbin. In some of the most shocking instances, she was made to eat her mother’s mucus—abuse that was documented on video.

Megan died after Wong, 38, punched her in the stomach on February 21, 2020. Foo did not seek medical help, fearing exposure of the abuse and her drug use. Together with Wong and their friend Nouvelle Chua Ruoshi, Foo attempted to hide the death. Megan’s body was kept hidden for weeks in their condo unit before being burned in a custom-built metal barrel. Her ashes were scattered at sea and never recovered.

On April 3, Wong was sentenced to 30 years in prison and 17 strokes of the cane for culpable homicide, drug trafficking, and corpse disposal. He had faced a total of 15 charges, with 11 taken into account during sentencing. Chua, who had used drugs with the couple and witnessed Megan’s final moments, is currently facing charges with her case pending.

Megan’s short life was marred by escalating abuse, beginning after her mother moved in with Wong in 2019. Although initially cared for by her grandmother, Megan was eventually withdrawn from preschool after teachers raised concerns about bruises. From then on, she lived full-time with Foo and Wong, enduring weekly beatings and degrading treatment.

Authorities only began investigating after Megan’s father, Khung Wei Nan—a content creator known as Simonboy—filed a missing person’s report on July 20, 2020. The trio was arrested four days later.

This tragic case has sparked national outrage and renewed calls for stronger child protection measures in Singapore.
