NOGALES, Ariz. — The former president of the Nogales Police Officers Association (NPOA) has been sentenced for misusing his position to commit financial crimes, the Arizona Attorney General’s Office announced.
Victor Hetherington received four years of probation for embezzling $39,150.04 from the NPOA. He also must repay the full amount stolen. Hetherington pled guilty to Computer Tampering.
Attorney General Kris Mayes condemned the crime, saying, “This individual used his position of power to steal nearly $40,000 in funds meant to support his fellow Nogales law enforcement officers. It’s unacceptable.”
Between 2018 and 2023, Hetherington conducted 689 unauthorized transactions, diverting more than half of the organization’s operational budget for personal expenses, including credit card payments, dining, gambling, and even a dental appointment. He misled the NPOA Board about the fund usage.
The sentence was issued by Santa Cruz County Superior Court on Nov. 10. Both the indictment and sentencing documents are available online.
