Former Geneva American Legion Commander Dale Mosher is in custody after skipping a court appearance and triggering a multi-state manhunt. Mosher was arrested Monday afternoon in Bloomsburg, Pennsylvania, after weeks on the run. He was found near a Walmart by Hemlock Township Police and taken into custody without incident.
Authorities said Mosher had been driving a Jeep Renegade belonging to a relative in Tennessee but had swapped its license plates with ones from North Carolina. His arrest came after a bench warrant was issued when he failed to appear in Ontario County Court on September 18, where his trial was set to begin this month.
Mosher, who led the Geneva American Legion and managed its finances for nearly a decade, was indicted in April on second-degree grand larceny, a class C felony. Investigators allege he stole more than $92,000 from the organization. The probe began in 2023 after current Commander AJ Fratto uncovered major financial discrepancies dating back several years.
During the investigation, three people in Geneva, including two witnesses, received threatening letters postmarked from Harrisburg, Pennsylvania, where Mosher is believed to have stayed. One of the letters allegedly included death threats.
Officials said Mosher visited a relative in Tennessee in late September before taking their vehicle and traveling north. Over the following two weeks, he moved through central Pennsylvania, tracked by deputies and multiple agencies across state lines.
He is currently being held at the Columbia County Prison in Pennsylvania while awaiting extradition to New York.
Sheriff Kevin Henderson thanked the public and law enforcement partners in New York, Tennessee, and Pennsylvania — including the U.S. Marshals and Postal Inspectors — for their help in capturing Mosher. He said the arrest is “a step forward in helping the American Legion community begin to heal” and praised current leadership for restoring trust after the theft.
