EFCC Arrests HRM Michael Sado Over Okpella Fund Fraud

Monarch, engineer detained for alleged community fund misuse

The Economic and Financial Crimes Commission (EFCC) has arrested the Okuokpellagbe of Okpella, HRM Michael Sado, and an engineer, Patrick Omkhagbo, over alleged fraudulent activities involving community funds in Etsako East Local Government Area, Edo State.

The arrests followed a petition submitted to the EFCC’s Benin Zonal Directorate by the Ukhomuniyo Council of Village Heads through legal representatives A.O. Osagie & Associates.

The petition accused the monarch of diverting funds meant for the community from local natural resources into his personal accounts, effectively converting the Ukhomuniyo community into his private estate. The petition also alleged that the traditional ruler disrespected the community and usurped powers of the state government.

The complaint highlighted breaches of the Community Development Agreement between Dangote Cement and the Ukhomuniyo community. Under Section 116 of the Nigerian Minerals and Mining Act 2007, host communities in mining areas are entitled to annual financial benefits. The agreement specifies N250 million annually for the community.

Petitioners claimed that HRM Sado opened another bank account in the name of Okpella Community Development without community consent, making himself the sole signatory. They also alleged that tensions had risen, with the monarch threatening to instigate intra-communal conflict if the allegations were pursued. Community leaders have reportedly appealed to youths to remain calm despite the growing tensions.

A source at the EFCC’s Benin Zonal office, speaking on condition of anonymity, confirmed the arrests, stating that they are a routine step following the petition. The source added that the outcome of ongoing interrogations would guide the commission’s next actions.
