PHOENIX — Edgar Glover, 37, has been charged with 16 counts of animal cruelty and negligence after authorities rescued sixteen dogs from his west Phoenix garage. Glover allegedly performed unlicensed ear cropping and tail docking surgeries in the unsanitary garage, where the dogs were kept without food or water and surrounded by filth.
Neighbors near Lower Buckeye Road and 75th Avenue reported a strong foul odor emanating from Glover’s property. Investigators discovered the garage was set up like a makeshift surgery center, complete with surgical tools, equipment, and medications.
According to officials, Glover charged $400 per dog for these illegal procedures and sent some dogs home without any pain relief. It was a dog in pain that prompted a licensed veterinarian to alert authorities.
“We are deeply concerned about the danger he poses not only to animals but also to the community,” a prosecutor said during a recent court hearing.
Court documents revealed that Glover used an Instagram page called Golden Line Bullys Arizona to communicate with customers. Many believed they were visiting a licensed veterinary clinic before arriving at his home.
Joe Casados, spokesperson for the Arizona Humane Society, emphasized the importance of advocating for animals who cannot speak for themselves. He also noted a rise in animal abuse reports, with their field team receiving over 10,000 calls annually.
Meanwhile, Arizona lawmakers have introduced Senate Bill 1658, aimed at strengthening animal protection laws by broadening the definitions and penalties for neglect and cruelty. The bill has passed both the House and Senate and awaits Governor Katie Hobbs’ signature.
