Duo Charged in $3K Macy’s Fragrance Theft in Waldorf

Over $20K in stolen goods later found in their vehicle

WALDORF, Md. — Two individuals were arrested on May 10, 2025, in connection with the theft of nearly $3,000 worth of perfume and cologne from Macy’s at St. Charles Towne Center. Authorities later discovered an additional $20,000 in suspected stolen merchandise inside their vehicle.

The suspects, identified as Robert Lee Pettigrew, 52, of Brandywine, and Zatay Ejasia Owens, 26, of Bowie, were spotted by Macy’s loss prevention staff, who alerted police as the suspects exited the store and entered Buffalo Wild Wings, where they were quickly located and arrested.

Details of the Theft
Surveillance and eyewitness reports allege Pettigrew concealed boxed fragrances in his pants while Owens helped by blocking his actions with her body and carrying a tote bag used in the theft. After leaving the store once, the duo allegedly stashed items in a blue Range Rover and re-entered Macy’s to continue stealing.

When officers arrived:

Pettigrew attempted to flee but was apprehended outside.

Owens was detained inside, carrying a tote bag filled with boxed fragrances.

A citizen tip led police to more discarded boxes near trees.

Recovered Items
Recovered merchandise, all still in packaging, included high-end brands like:

Givenchy, Chanel, Dior, Carolina Herrera, and Dolce & Gabbana

Total estimated value: $2,902

$1,500 in cash found on Pettigrew

Multiple debit cards found on Owens

The Range Rover, registered to Pettigrew, was later searched under warrant, revealing nearly $20,000 more in suspected stolen merchandise.

Statements and Charges
Owens told police Pettigrew was “just her ride” and admitted he placed perfume in her bag. She said she didn’t know him well but agreed to shop with him after meeting at a hair appointment.

Both were charged with:

Felony Theft: $1,500 to under $25,000

They were released on personal recognizance following their May 11 court appearances.
