Denise Toler Sentenced in Ravenswood Embezzlement Case

Former council member gets prison time, ordered restitution

A former Ravenswood City Council member and Development Authority leader has been sentenced to prison for embezzlement in Jackson County.

Denise Toler received a sentence of one to 10 years behind bars and was ordered to pay nearly $10,000 in restitution. Earlier this year, she pleaded guilty to a single count of embezzlement.

According to court records, Toler admitted to using a personal check to pay an invoice to the Jackson County Development Center. Authorities said the invoice was fraudulently inflated, after which a reimbursement check was issued.

Toler resigned from her position with the Development Authority in April 2024. She was later elected to Ravenswood City Council during the May 2024 primary but was removed from office in August 2024.
